Disclosure Scotland has updated its Regulated Roles Guidance around the Protecting Vulnerable Groups (PVG) Scheme, introducing key changes, including a clearer explanation of the term “necessary part of the role” to support groups and organisations in assessing whether a role is regulated.
The term “necessary part of the role” replaces what was previously referred to as “normal duties”; full details can be found on page 24 of the updated Regulated Role Guidance (linked for your convenience).
This revised guidance also clarifies that there is no rule about how often or for how long an activity must be carried out for it to be considered a necessary part of a role. An activity performed daily can be necessary to an individual’s role, but so can one carried out just once or twice a year, or even on a single day.
Alongside this, Disclosure Scotland has also updated its Regulated Role Checklists for both children and protected adults (items 3 and 4 at the above link). There is also specific updates to guidance for health services, parent-run groups, and sports organisations (all linked for your convenience). Please note that, in addition to these updates, 5 year PVG scheme membership will come into force on Wednesday 1 April 2026.
