Scottish Parliament’s Net Zero, Energy and Transport Committee has launched a Call for Views ahead of the upcoming draft Climate Change Plan (CCP). The CCP is a key strategy setting out how Scotland will meet its legally binding target to reach net zero emissions by 2045.
This is the first time Parliament will consider a statutory draft CCP since the Climate Change Acts of 2019 and 2024. While the 2024 Act removed the 2030 and 2040 interim targets, it retained the 2045 net zero goal. In addition, new 5 year carbon budgets will set out emissions limits from 2026–2040.
The draft CCP will outline key policies across sectors including energy, buildings, transport, agriculture, and more. To inform scrutiny of the draft plan, the Committee wants to hear what policies and approaches people think should be included, especially those which support a just transition.
Anyone with an interest in climate change is encouraged to respond, including individuals, advocacy groups, academics, industry experts, and professionals from across all sectors.
Those submitting their responses do not need to answer every question, and are encouraged to provide evidence where possible. Responses will help shape cross-Parliament scrutiny of the draft plan.
The call for views closes on Friday 19 September 2025.
