Scotland Draft Climate Change Plan Engagement: Deadline for Responses

Scottish Government published its draft Climate Change Plan on Thursday 6 November 2025, which sets out how Scotland intends to meet its emission reduction targets across all sectors of the economy.

Legal process means that Scottish Parliament has 120 days to scrutinise the Plan (with 75 days left as of Thursday 11 December 2025); the Net Zero, Energy and Transport Committee will lead this work before reporting back to Scottish Government with conclusions and recommendations.

To make sure the voices of people across Scotland are heard, the Committee has launched an online engagement platform where anyone can share their views on the draft Plan. This is not a Call for Views consultation, which are usually completed by organisations and academics – it is an opportunity for people and community groups to tell the Committee, and Scottish Government, what they think about how Scotland reaches net zero emissions.

Why This Matters

The Committee will use the feedback it receives to question witnesses – including the Cabinet Secretary – and to hold Scottish Government to account regarding the Plan.

The Government then has limited time to make changes before publishing the final Plan, so public input is vital to ensure the Committee’s MSPs are asking the right questions based on the needs of people across Scotland.

How to Take Part

The online platform focuses the discussion on 4 key themes:

  1. accessibility of the Plan
  2. transparency and accountability
  3. community-led climate action
  4. support for households to reach net zero

Once registered on the platform, people can give a thumbs up👍, thumbs down 👎, or comment on each theme. Contributions can be from individual people, or groups.

The deadline for responses is Sunday 25 January 2026.
