The Children’s Panel is a care and justice system in Scotland which exists to protect the safety and wellbeing of infants, children and young people nationally, and makes legal decisions on how to support those who come to children’s hearings.

At every children’s hearing, there are always three volunteer Panel Members, whose role is to listen to the child or young person’s views, understand their circumstances, and ultimately make legal decisions about how to best protect and care for them. Panel Members should also ensure that the young person is at the heart of every decision taken.

Children’s hearings can be held in person or virtually and Panel Members are expected to commit to two hearing sessions a month (which includes preparing for each hearing by reading various reports from social work and education services). Panel Members are appointed for a three year period, and the Children’s Hearings System offers a comprehensive training package, designed to help volunteers develop the skills and knowledge required. Volunteers also have access to wellbeing support.
