About the Whole Family Wellbeing Fund (WFWF)
Scottish Government is investing funding, during the course of this parliament (2022 – 26), to Children’s Services Planning Partnerships (CSPPs) across Scotland, to develop whole family support services. The aim is to ensure that every family can access the right support at the right time, for as long as needed. This is in line with the National Framework Principles of Holistic Whole Family Support and the ambition set out to #KeepThePromise.
The WFWF aims to improve family wellbeing, reduce inequalities, reduce the need for crisis intervention and reduce the number of children and young people living away from their families.
It is also expected that in time there will be a shift of investment towards early intervention and prevention activities, to ensure families can access support before they reach crisis point.
Whole Family Wellbeing Approach in Falkirk
Falkirk Children’s Services Planning Partnership (CSPP) has established a new multi-disciplinary team, The Promise Implementation Team, to build capacity so Falkirk District can deliver its WFWF outcomes.
CSPP recognises that not all family support is of the right type, or reaching those who need it. As a result, they have identified that a key objective is to ensure the voices of children, young people, and families (CYPF) are at the heart of any change carried out. They have determined that it is crucial that participation and engagement takes place with Community Partners (groups and organisations based in and working with communities), Workforce and CYPF to allow more collaborative working, and to develop and deliver new, effective Whole Family Support Services together.

WFWF in Falkirk District
£300,000 has been allocated to support tests of change in the Falkirk area and third sector groups and organisations working with communities are encouraged to apply.
Every idea which meets the WFWF criteria (listed below) will be considered and, if successful, supported by The Promise Implementation Team. It is hoped that this work will provide valuable insight and learning to aid the development of “universal” services, which help families to engage with coordinated support at an earlier stage and deliver better outcomes.
WFWF Falkirk Criteria
- Where funds are used to scale existing transformational activity, the funding must only be used to fund the scaled element of the approach.
- The funding must not be used to support business as usual or be used to replace funding already in the system.
- The funding must be used as additional resource to support transformation of the system in line with the National Principles of Holistic Family Support and the ambition to #KeepThePromise. In addition:
- The activity supported must incorporate learning and evaluation which supports national learning and improvement.
- Funded activity must be able to demonstrate intended impact on the wellbeing of children and families, in line with agreed WFWF outcomes.
- Planned spending must undergo relevant impact assessments, including Equality Impact Assessments and Children’s Rights Impact Assessments, as appropriate.
- The early phase of development will focus on supporting those families most in need, including the 6 priority family type identified in the Tackling Child Poverty Delivery Plan.
Priority family types include: Lone parent families, the large majority of which are headed by women; families which include a disabled adult or child; larger families; families from minority ethnic backgrounds or communities; families with a child under one year old; families where the mother is under 25 years of age.
Timelines
As above, the deadline for applications is next Monday 17th July.

Once all applications are received, The Promise Implementation Team will review each application received and link in with the key contact(s) to discuss and gather more information.
Applications will then be passed to the WFWF Funding Panel for approval, and applicants will be notified of the final decision no later than Wednesday 30th August 2023.
